If I rake up ground cover to lay wildflower seeds, will the ground cover grow back?

The ground cover consists of clovers, vines, some purple looking flowers, baby's breath. I do want it to grow back to fill in with the flowers. But I do have to rake it up to lay the seeds right? Or can I just lay the seeds over the ground cover and shake the cover so the seeds fall under? Will that work or do I need to still rake up the cover?
